I drive a citroen saxo and everytime i try to put a new fuse in for the horn it blows instantly?

i have the ignition turned off completely when im changing the fuse so this is doing my head in and i have my mot in the summer so will have to get it sorted soon. any ideas why its doing this and how i can stop it happening?I drive a citroen saxo and everytime i try to put a new fuse in for the horn it blows instantly?Your horn must have a constant live feed. If this is the case you have got a bad earth on your car. The easiest way to rectify the problem is find the negative side of your horn and make up a patch lead to go between the horn and the car body.
